Thank god this will never pass, both Automotive industry and citizens will not allow this. There are plenty of people on the road with "high horsepower" cars that don't street race and shouldn't be punished for driving one. If they want to stop street racing why don't they actually get more police to enforce the law. Oh but wait that means the government would actually have to spend tax payer money in an effective manner.
